Anita Westerhaus moved, with a second by Jean Seeland, that the Board go into closed session for the purpose of interviewing and discussing candidates for the position of Executive Director of the Board of Educational Examiners, pursuant to Iowa Code section 21.5(1)(i). Roll call vote: Seeland – yes; Wellborn – yes; Westerhaus – yes; Carter – yes; Paulsen – yes; Aboud – yes; Robinson – yes; Chen – yes; and Haigh – yes. MOTION CARRIED UNANIMOUSLY.

John Aboud moved, with a second by Jean Seeland, to approve the September 17, 2004, minutes, as distributed. MOTION CARRIED UNANIMOUSLY.

John Aboud moved, with a second by Ying Ying Chen, to adopt and file the proposed changes to the licensure requirements for teaching mathematics at the secondary level, wherein the suggested rules clarify existing requirements, in particular the level of certain courses, so that every high school mathematics teacher would be mathematically prepared to teach. Roll call vote: Carter – yes; Westerhaus – yes; Wellborn – yes; Seeland – yes; Jeffrey – yes; Haigh – yes; Chen – yes; Robinson – yes; Aboud – yes; and Paulsen – yes. MOTION CARRIED UNANIMOUSLY.

Jacqueline Wellborn moved, with a second by Anita Westerhaus, to file under Notice of Intended Action, the proposed change to Chapter 11 that would revise the reference in rule from Chapter 12, which has been rescinded, to Chapter 25, which has replaced it. Roll call vote: Aboud – yes; Robinson – yes;
Chen – yes; Haigh – yes; Jeffrey – yes; Seeland – yes; Wellborn – yes; Westerhaus – yes; Carter – yes; and Paulsen – yes. MOTION CARRIED UNANIMOUSLY.

Jean Seeland moved, with a second by Greg Robinson, to file under Notice of Intended Action, the proposed change to Chapter 21 that would align Board rule with the change in a Department of Transportation rule, which now requires a clear driving record of the previous two years, instead of the previous four years. Roll call vote: Aboud – yes; Robinson – yes; Chen – yes; Haigh – yes; Jeffrey – yes; Seeland – yes; Wellborn – yes; Westerhaus – yes; Carter – yes; and Paulsen – yes. MOTION CARRIED UNANIMOUSLY.

The Board of Educational Examiners held its monthly meeting on October 8, 2004. Acting Board Chair Thomas Paulsen called the meeting to order at
7:54 a.m. Members attending were John Aboud, Brian Carter, Ying Ying Chen, William Haigh, Thomas Paulsen, Dr. Greg Robinson, Jean Seeland, and Anita Westerhaus. Also in attendance was Barbara Hendrickson, Board Secretary. Jacqueline Wellborn arrived immediately thereafter, and Judy Jeffrey arrived at 8:04 a.m. Board Chair Peter Hathaway was unable to attend the meeting. Susan Fischer, Interim Executive Director; Christie Scase and Jeanie Vaudt, Assistant Attorneys General and legal counsel to the Board; and other visitors attended the business meeting in the afternoon.

John Aboud moved, with a second by Jean Seeland, to approve the September 17, 2004, minutes, as distributed. MOTION CARRIED UNANIMOUSLY.

Board Members Jean Seeland, William Haigh and Anita Westerhaus each reported that they had participated with Licensure Consultant Jane Heisen in
a student teaching seminar: Ms. Seeland at Upper Iowa University’s Waterloo center; Mr. Haigh at Upper Iowa’s West Des Moines center; and Ms. Westerhaus at Grand View College. Ms. Seeland commented that Ms. Heinsen always does such a fine job and asked that the compliment be passed along to her. She also said that she and Board Member John Aboud were going to present a session on ethics for the student members of the Iowa State Education Association (ISEA) at its student program fall workshop in Des Moines.

Acting Board Chair Thomas Paulsen asked if there were any public comments. There were none.

Interim Executive Director Susan Fischer stated that at the November meeting, the Board will review some minor adjustments to the teacher intern rules, which have already been discussed with the teacher preparation institutions and with other interested parties. She stated that some time ago she had been contacted by the Legislative Service Bureau regarding SF2298. The legislature had requested information on the feasibility of a statewide teacher intern program. Legislators will now be informed that one program is in place, and that both another college and a consortium of institutions are proposing additional programs. Ms. Fischer next explained a handout with an overview of budget information on the income resources and expenditures of the Board. When asked by Board Member John Aboud asked if the Board office had yet sent a congratulatory letter to the current winners of the Milken National Educator Awards, Ms. Fischer made note to do that.

The Board next considered proposed changes to the 7-12 mathematics endorsement. The chair of the committee that had proposed the changes responded to the Board’s deferred vote and subsequent inquiry about specificity with regard to the programming course. Committee members believed courses in place have the particular technology being sought, and they did not think that anything more defined needed to be stressed with regard to the terminology of computer programming. That could be left up to the discretion of each college. Jean Seeland recommended that board meetings a couple of times a year have an abbreviated agenda that would permit the Board to spend the rest of the time that day visioning as a Board, where it goes from here. Although results might not be immediate from discussions of "what ifs," good things would eventually emanate. Board members agreed.

There being no further business, Acting Board Chair Thomas Paulsen adjourned the meeting at 1:49 p.m.

The Board of Educational Examiners held a special meeting on October 11, 2004. Board Chair Peter Hathaway called the meeting to order at 12:04 p.m. Members attending in person were Peter Hathaway, Judy Jeffrey, Thomas Paulsen, Dr. Greg Robinson, Jean Seeland, Jacqueline Wellborn and Anita Westerhaus. Also in attendance was Barbara Hendrickson, Board Secretary. Members attending via conference call were Ying Ying Chen; William Haigh until 1:54 p.m.; Brian Carter from 12:36 p.m. to 1:12 p.m.; and John Aboud, who joined the session at 1:15 p.m. Ms. Wellborn left at 1:55 p.m., and Ms. Jeffrey and Mr. Robinson around 2 p.m.

Board Chair Peter Hathaway thanked board members and appropriate staff for their efforts in proceeding with interviews for the position of Executive Director of the Board of Educational Examiners on the previous Friday, when he was unable to attend.

Anita Westerhaus moved, with a second by Thomas Paulsen, that the Board go into closed session for the purpose of interviewing and discussing candidates for the position of Executive Director of the Board of Educational Examiners, pursuant to Iowa Code section 21.5(1)(i). Roll call vote: Aboud – (absent at this time); Carter – (absent at this time); Chen – yes; Haigh – yes; Hathaway – yes; Jeffrey – yes; Paulsen – yes; Robinson – yes; Seeland – yes; Wellborn – yes; and Westerhaus – yes. The Board reconvened into open session at 2:10 p.m.

Board Chair Peter Hathaway announced that he had been directed by the Board to contact one of the candidates and to make an offer at this time. As soon as that is done and the results of the offer are known, Mr. Hathaway will communicate that to Board Secretary Barbara Hendrickson, who will notify the board members. The media will be notified at that point also.

There being no further business, Board Chair Peter Hathaway adjourned the meeting at 2:12 p.m.
